Cashless Payment Option for Illinois Lottery Vending Machines

The Illinois Lottery is introducing a cashless payment option on most of our vending machines statewide. Cashless payment devices will be installed on Illinois Lottery vending machines,  allowing them to accept cashless payment methods (i.e., credit card, debit card, prepaid card and mobile device) for draw-based games ticket and Instant Ticket purchases. This guide will help address some of the questions you may have about the new cashless payment option.

What does “Cashless payment” mean?

Cashless payment means payment using a credit card, debit card, prepaid card, or mobile device.

What are the supported credit card types? 

The following are the supported credit card types that can be used with cashless payment: MasterCard, Visa, Discover, and prepaid cards of the same issuers. American Express is not a supported credit card type at this time.

Are mobile device payments (e.g., Apple® Pay,  Google Pay™, and Samsung Pay) accepted by the cashless payment device?

Yes, mobile device payments are accepted.

Will the cashless payment device be ADA accessible?

Yes, the height of the device on the vending machine will be compatible with ADA accessibility guidelines.

What if I want to make a purchase using cashless payment at the store counter (i.e., with the store employee), instead of the vending machine?

Using cashless payment at the counter is only possible if the store you are visiting accepts cashless payment through their own system. The Illinois Lottery has only authorized the use of cashless payment for vending machine purchases.

Does the installation of the cashless payment device mean that the vending machines will no longer accept cash?

No, the vending machines will continue to accept cash for Illinois Lottery purchases.

Please note: there may be certain instances where a retailer with an Illinois Lottery vending machine does NOT have a cashless payment device. Please contact a store employee if you encounter this and have a question.

How do I use the cashless payment device?


Players use the cashless payment device by performing the following steps:

1. Select a touch button for one of the following amounts: $10, $20, $50, or $100.

2. You will be prompted to either insert, swipe, or tap your credit card, debit card, prepaid card, or mobile device. 

3. A message will be displayed, asking you to select “Debit” or “Credit” card. Keep in mind prepaid cards are either credit or debit. 

    a. In the event that you have not set up a PIN for your prepaid card, you can process the card as a credit card and select the “credit” type.

    b. Please note that there will be an initial one minute timeout if there is no action after you have selected an amount and the terminal shows “insert, swipe, or tap” on the screen of the cashless device.

4. Once “Debit” or “Credit” is confirmed, the device will ask you to confirm the amount.

    a. Please note that you may cancel your transaction by using the red button on the cashless payment device only up to the point that you confirm the amount again.

What denominations can be purchased using the cashless payment device? 

Only denominations of $10, $20, $50, and $100 can be purchased using cashless payment.

What are the daily and weekly purchase limits allowed for cashless payments?

The daily purchase limit for a cashless payment is set to $200, and the weekly purchase limit is set to $700 per transaction. Any transaction that would cause the daily or weekly limit to be exceeded will be declined. With respect to weekly purchase limits, a “week” is defined as Sunday 12:00 am CT to Saturday 11:59pm CT.


When the daily or weekly purchase amount is exceeded, the message, "Exceeds Amount; Please Remove Card" will appear on the cashless payment device.

Am I able to add additional funds while I am using the machine?

You are able to add additional cashless funds while on different game screens of the vending machine but only if there is no cash or re-investments (i.e., winnings from previously purchased games) in the session wallet. If there are already other non-cashless funds in the wallet, the cash and re-investments must be used to make a purchase first before adding cashless funds. The same applies when adding cash or re-investments to a session that contains cashless funds; the cashless funds must be used first.

Can I cancel a purchase if I am using the cashless payment option?

No, purchases of draw-based game tickets and Instant Tickets cannot be canceled if they are purchased using the cashless payment option.

Can I cash out winnings from the vending machine with the cashless payment option?

No, you cannot cash out winnings from the vending machines. The only scenario in which you could receive a credit from a vending machine is when a terminal malfunctions while it is in use. In this case, the retailer could issue a Clear Credit voucher. 

Clear Credit vouchers can only be cashed/validated using the vending machine terminal, and it can only be redeemed at the retailer where it was printed/generated and must be validated within two days of creation. After two days, Clear Credit vouchers will be purged for redemption. If you attempt to cash the Clear Credit voucher with another retailer, an error message will be displayed on the terminal screen. An error message will appear if it is attempted to be validated at photon. Clear Credit vouchers CANNOT be exchanged for cash. Please note, the voucher will not have an amount printed on it, but the barcode will allow the voucher to be redeemed at the vending machine terminal at the retailer where the voucher was created.

Who pays the cashless payment processing cost?

Cashless payment processing costs will be handled by the Illinois Lottery and our vendors. The costs for cashless payment processing will NOT be passed to retailers or players.
